The Strategic Petroleum Reserve (SPR) consists of four sites storing emergency oil in underground salt dome caverns along the Texas and Louisiana Gulf Coasts. Established in 1974 to protect U.S. energy security, it holds 727 million barrels of sweet and sour crude oil. Drawdowns can be full, limited, or for test sales/exchanges; full and limited drawdowns require presidential authorization, while the Department of Energy handles test sales/exchanges.
