Clarification: changing vaccine authorization (e.g. to add one variation of a vaccine and to withdraw another) is not sufficient to be encompassed by the Payout Criterion, i.e. replacing a vaccine with a new iteration (say, for seasonal reasons) is not sufficient to be encompassed by the Payout Criterion.
