
Clarification (10/24/25): Under the market rules, the freeze is not considered lifted if it is “extended with modifications but hiring remains generally prohibited.” Executive Order 14356, signed Oct. 15, 2025, does not authorize a return to normal hiring. To the contrary, Section 2 provides: “No Federal civilian position that is vacant may be filled, and no new position may be created, except as provided for in this order or required by applicable law.” The order also preserves prior OPM exemptions and requires Strategic Hiring Committees and OPM/OMB-approved staffing plans before vacancies may be filled. These provisions maintain a general prohibition with limited exceptions, which does not meet the rule’s definition of “lifted.” Accordingly, the Exchange will not resolve this market to Yes at this time.
