If the United States, after Issuance and before 2026, has gained operational control over at least some of Greenland, the Panama Canal, and Canada, then the market resolves to Yes. Outcome verified from The New York Times.
The U.S. need not control all 3 at the same time as long as they do after Issuance and before 2026. Leases, e.g. for military bases, are not included. For the purposes of this market, control of traditionally disputed territories, such as the Machias Seal Island with Canada, will not count.
