This refers to the next final vote (not a motion to proceed or motion to invoke cloture) on a bill to fund the government in the House. If there is no vote or the vote is not counted and the bill does not pass, the lowest bracket will resolve to Yes. If the vote is not counted and the bill passes, the highest bracket will resolve to Yes.
