The lottery holds two draws, for the first and second picks; every other non-playoff club then picks in reverse order of points.
A lottery win can move a club up at most 10 places, so only the 11 worst clubs can win the first pick. When one of the others wins the first draw, the pick goes to the worst club — which is why its chance at No. 1 is higher than its odds in the draw. The line under the 11th club marks that cut.
A club can win the lottery at most twice in five years. Picks can be traded, and no feed we read tracks who owns them, so this is each club’s own position — not necessarily who will make the pick.
